What is a ‘Heat supplier’?

The Heat Network (Metering and Billing) Regulations 2014 Scope Guidance defines ‘Heat supplier’ as follows:

‘Heat Suppliers are the people or organisations selling heat. Generally, whoever is supplying the end user with heat is the Heat Supplier, whether they are the owner, service provider or another party responsible for supply’
